政府宣布向本月22日起確診新冠肺炎，而須在公院留院的香港居民，派發一次性5,000元津貼，毋須資產審查，但須聲明因留院而收入減少，並符合2大條件，包括自僱或受僱的日薪制員工或散工、不享有薪病假，最快本周五（27日）起接受申請。勞福局局長羅致光提醒，若刻意作虛假聲明屬刑事欺詐，需負上法律責任。

計劃針對確診而住院期間收入減少、「手停口停」的自僱或受僱的基層市民，合資格者包括日薪制或散工、但不享有薪病假的受僱人士，毋須資產審查，不設年齡限制，但須作出聲明，確診患者可於本周五起，向各公立醫院的醫務社工提出申請，津貼會由社署統一處理及發放。

羅致光指，5,000元的金額是根據法定最低工資時薪37.5元，乘以每日9小時（包括飯鐘）及14天計算出來，強調津貼主要目的是向社會傳達及早識別、隔離及治療的重要性，「不是鼓勵檢測，而是減低接受檢測的障礙，包括逐步實行強制檢測」，故申請者毋須經繁複的經濟審查，「津貼非長期性，且若要求確診住院者提交複雜文件是擾民。」

本地新冠疫情急速惡化，政府擬為檢測後確診人士提供一次性5,000元津貼，毋須資產審查，本周內公布細節。坊間質疑措施變相「鼓勵確診」，食衞局局長陳肇始否認，稱是希望鼓勵市民檢測，毋須為生計而逃避，詳情會由勞工及福利局公布。

「染疫津貼」消息一出，有網民擔心有人會故意染疫獲津貼，更有人以「高收肺炎口水$1000」發帖諷刺。陳肇始表示，措施是希望鼓勵市民檢測，毋須因生計受影響而逃避。衞生防護中心傳染病處主任張竹君亦說，不認為會有人因津貼而故意染疫，認為講法不合邏輯。

政府抗疫專家顧問、港大醫學院院長梁卓偉表示，認同要協助「手停口停」的市民例如的士司機，但不認同全民派發，強調要做得精準，而非向有安穩工作及穩定月薪的人發津貼，如全民派發，會歪曲津貼原意。至於如何界定準則，他相信政府有智慧去做。

勞福局副局長何啟明指出，計劃初衷是不希望有基層市民因擔心影響工作而不做檢測，並為受感染需住院市民提供紓緩，本周內會公布細節，包括會否設資產限制、年齡及職業等要求，相信不會有人濫用，希望市民認真對待，不應開玩笑。

舞班冇王管舞癮冇符止

跳舞群組愈爆愈有，昨日單日增加54宗與跳舞相關的確診個案，但特區政府對跳舞學校，或跳舞興趣班「冇符」，昨日食物及衞生局局長陳肇始也承認，跳舞學校無發牌制度，呼籲業界及市民自律減少相關活動。香港文匯報記者發現，政府非但無法監管坊間的跳舞班，連轄屬政府的康文署體育館亦一直夜夜笙歌，昨日記者走訪全港多區的康文署體育館，直擊跳舞班如常舉行，部分人更無罩跳舞。新的防疫措施實施後，康文署場地仍會租予跳舞學校開班。有專家認為，政府的防疫措施搔不到癢處，還「放生」爆疫源頭，使疫情更難受控。

香港文匯報記者昨日由白天到夜晚，走訪全港多個康文署體育館，見到各類舞蹈班照常上課。康文署網站顯示，現今有中國舞、健體舞、兒童舞、爵士舞、現代舞、社交舞及西方土風舞7類舞蹈班在體育館如常開放。

我就不信有人會蠢到为五千元去住十幾日醫院，仲分分鍾無命，醫好亦會有後遗症，只有白痴五毛九嗡去逢政府必反才會如斯説法

COVID-19 has shown to the rest of world how the West is totally lost in the pandemic. The Western system has had its hands tied before the pandemic, and all the complacent Western elites can do to relieve themselves is to stigmatize the CPC.

In their deep-rooted prejudice or what they call "old conventional wisdom," China should always be a vassal to the West, who contributes to the West's prosperity by being no more than a low-end world factory, a provider of raw materials, and a source of cheap labor. Only in this way would China's ruling party be fully accepted by the West.

However, led by the CPC, China has become the world's second largest economy that doesn't need to take orders from the West. It is independent from the West's hegemonic control. Moreover, China has become a more dynamic and influential country that assumes more international responsibilities in the great trend of Western decline. This is the root cause why the West smears the CPC as "the virus that endangers the world."

When people look back to 2020, they would find that one of the most unforgettable historical memories of the year is the West's image of a loser who vented its anger on others for the collapse of its confidence in the Western-style system.

This has been repeatedly confirmed in the West's moves that continuously create antagonism and portrays China as their enemy and threat.

Another important factor that leads to the success of China's reform and opening-up is "the unified leadership of the ruling Communist Party of China (CPC)," Hsiung said.

The CPC's unified leadership guarantees effective implementation of national policies from the central government to local levels, he said. "This is something totally different from how divided and weak China was before 1949."

China's remarkable achievements in the past 70 years make it clear that Chinese culture and philosophy "got many advantages in national political and economic governance, and Chinese people have every reason to be confident and proud about their history and culture," Hsiung said.

China's success proves Western development model "by no means the only option": scholar

China's "splendid success" in economic growth and poverty alleviation in the past 70 years proves that the Western development model "is by no means the only option," a scholar in the United States has said.

The reform and opening-up has enabled China's economy to develop "at an unprecedented speed," James Chieh Hsiung, professor of politics at New York University (NYU), told Xinhua recently.

Apart from the economic success, China's lifting of hundreds of millions of people out of poverty over the past 40 years is "indeed a world miracle," said the 84-year-old professor, who teaches international relations of Asia, international law, and international governance at the NYU.

Much of China's success is due to its ability to combine socialism and the market economy, making them reinforce each other, the professor said. "To put it in a simple way, the result is '1 + 1 > 2.'

本人並不是否定明日大嶼，可以繼續深入研究，然而本人更贊成馬上採用郊野公園建公屋居屋及居民生活配套設施，必須強調不能建私樓，將可以快速提供一个安樂窩給基層市民尤其住在非人住的劏房户，加快解決居住問題。

郊野公園邊陲建屋及開發明日大嶼，都有反對聲音，但毫無疑問，後者的掌聲肯定更多，用大型基建推動經濟發展從而令到多方人士能從中獲利，分享成果；而郊野公園邊陲建屋，唯一受益就是基層市民，那聲音卻是微弱的，無法引起社會共鳴。

事實上，若政府有決心採用郊野公園建屋，土地需求將有所放緩，再用土地回收條例去收回被屯積而廢置的土地，相信將會較為容易。

當政治上腦，人的智力就會急速下降！竟然相信「確診」能夠靠鼓勵而造成的？！為了污衊政府就變成反科學的智障，無所不用其極！無可否認，港府的防疫措施不足及緩慢，必須立即解決！

政府必須盡快訂立「假新聞法」，現在這個世界充滿陰謀論，但更可怕的是非常多人根本不去理會及思考是否屬實，就貿然相信謊言。香港831太子站死人就是一個最佳例證。特朗普滿口謊言妄顧疫情，令到美國確診者超過仟萬人，死亡也超過25萬，卻仍然有7000萬支持者，何其荒謬！
